Popeye is the main character of his own comic strip. He is a member of The Little Cruise that Could and is an active member of the D-League.
Popeye seems to obtain the power of super strength for a limited amount of time after he eats spinach.

Popeye was Packard's second pick for The Little Cruise That Could in the D-League. He made his debut by losing a 6-man battle royal against Piccolo, Johnny Bravo, Thor, Mario, and Sonic The Hedgehog. He would be the first competitor eliminated in the match when he was pinned by Mario.
Popeye was the 7th entrant in the D-League Royal Rumble. He elimaneted Nightcrawler and was eliminated by The Stay Puft Marshmallow Man Popeye was in the 10 man rumble coming out at #3. He was elimated by The Man in the Yellow Hat.
He was in the second D-League elimination chamber. He avoided last but was elimaneted right after.
